GitHub can report an unstable PR because an optional job failed even when required checks pass. Use the normal SHA-bound merge endpoint for that state, retaining GitHub rule enforcement. Pending required checks still block publication. Validation: 25 Ready workflow tests pass; independent targeted review pending.
