Summary
Add opt-in ODH Tier 3 coverage for HA Gateway failover on OpenShift with external PostgreSQL.
The scenario creates a sandbox and active session through one gateway replica, deletes the replica, and then reconnects through the surviving replica. It verifies that the same workload process remains available and that the workspace data is preserved.
