docs: move #2324 changelog entries to [next] - #2352

The guava removal and the mirror rate limit change were merged after v1.3.0 was tagged, but renaming [next] to [1.3.0] listed them under the release. Signed-off-by: Trivikram Kamat <16024985+trivikr@users.noreply.github.com>

that was my mistake when doing the last release. There is now a safety net in the release script to prevent that, ty for pointing that out. |

#2324 was merged after v1.3.0 was tagged (
70fb555f), but c96a639 renamed[next]to[1.3.0]after the merge, so its two server changelog entries ended up listed under the release.This moves them to
