feat: Implement MemoryManager (all 5 memory planes) #7

Overview

Implement the MemoryManager — unified interface for all memory operations. Must be implemented before any agent.

Implementation

• MemoryManager class in src/memory/manager.py
• working: Redis namespace-isolated (read/write own namespace only)
• episodic: TimescaleDB append-only with SHA-256 hash chain
• semantic: ChromaDB with provenance metadata enforcement
• procedural: YAML playbook store (agents read-only)
• audit: WORM audit ledger (all agents write, OG agents + operators read)
• OPA policy check on every cross-namespace read
• OpenTelemetry span on every operation

Docker Compose

• Add TimescaleDB, ChromaDB, Redis services to docker/docker-compose.yml

Note

This is a hard dependency for all agent implementations. Build and test this first.
