* Stop limiter from opening every events collection each hour * Comment limiter dailyEvents aggregation sections * Report sampled limiter counter validation to Telegram * Compare old and new limiter algo for listed workspaces instead of sampling * Use the previous dailyEvents query for old algo comparison
