What changed

• es: added missing accents and opening ¿/¡ (e.g. ¡Hola! ¿Cómo puedo ayudarte hoy?)
• fr: fixed accents (Veuillez réessayer., Vérifiez votre réseau., Propulsé par ChatCops)
• de: fixed umlauts (Schließen, Neues Gespräch, Hilfe benötigt?)
• hi: rewrote the fully-romanized strings in Devanagari (UTF-8), e.g. sendButton Bhejen → भेजें
• Updated packages/core/tests/i18n/locales.test.ts for the new Hindi strings
• Added a patch changeset for @chatcops/core

How I tested this

• pnpm vitest run tests/i18n/locales.test.ts → 6/6 pass
• Full core suite pnpm vitest run → 62/62 pass across 12 files
• pnpm typecheck (tsc --noEmit) → clean
• Confirmed all four locale files are valid UTF-8

Thanks @harshit-exe-dev, all four read right to me: the accents and punctuation in Spanish, French and German, and the Hindi in Devanagari. The files are clean UTF-8, nothing else in the repo still has the old strings, and on top of current dev the build, typecheck and all 315 tests pass.

There's a release from dev open right now (#168), so I'm holding the merge until that's out, then this goes in.
