The overlay kept the menu rows `+` handed it when the panel opened, while the bar works them out from the composer on every render. A photo dropped in while the menu was up left the overlay showing Camera and Photos past the attachment limit. Both hosts now build their rows with the same `ConversationBarBottomRow(composer:acceptsMedia:)`, and the overlay unmounts the surface when the rows run out, as the bar already did. `+` no longer passes its rows along, and `AttachOverKeyboard` stops storing them.
