Add one SDCC Z80 job that builds the library with _Optional enabled and runs the existing compressor, decompressor and ring-buffer tests under uCsim. Reuse CBUtilLib's compact assertion/runtime helpers and compiler launcher, keeping warnings 355, 358 and 359 visible but non-fatal.

SDCC's Z80 library lacks stderr and fprintf, so omit debug logging for SDCC. The README includes manual SDCC build instructions.

Validated locally with the pinned official SDCC trunk r16999 snapshot, including a clean CMake dependency fetch and simulator execution. The original %zu test-counter output works under uCsim. Native GCC Release and Debug builds passed, with Fortify enabled for Debug.

Build with SDCC trunk and _Optional analysis, and run the existing test
suite under uCsim. Reuse CBUtilLib's runtime and diagnostic policy.
Omit unavailable debug output and use supported test-counter formats.
SDCC's Z80 formatter supports %zu. Print the size_t counters directly.
