Summary
Follow-up to #748.
That PR already runs prod migrations from the relay image, but the deploy guide was still saying to copy
migrations/onto the host and buildnostream-migrate:local. Compose does not use either of those anymore.deploy/README.mdso it matches the current compose filedeploy/Dockerfile.migrate
