fix: confirm Skills responses with filtered stream values

Deployed Skills values streams can omit private metadata that remains in saved checkpoints. This made successful native React runs appear unconfirmed. Allow only missing live skills_metadata and skills_load_errors; observed fields, ordinary state, messages, tools, ownership, terminal controls, and the loaded checkpoint retain their exact checks.

Add filtered and unfiltered native submit/load regression coverage and rejection cases for conflicting or incomplete state. Update the Skills guides and generated public guidance to distinguish streamed values from checkpoint evidence.

Validation:

• Skills unit tests: 110 passed.
• Skills browser tests: 9 passed, with 11 installed SDK/compiled graph fixture tests.
• Skills lint and production build passed; lint reports 38 test warnings.
• Website unit tests and generated context passed.
• Offline replay of the captured public stream through the real native session now confirms the exact saved checkpoint.
