Add a prominent README notice, a consumer migration guide, contributor routing and a changelog entry directing ongoing Runlimit development to Batter. Explain the retained crate names, local dependency paths, immutable Git pins, historical release instructions and the distinction between a repository move and upgrading from an older release. Source, manifests, lockfiles and database migrations are unchanged.
Validation: destination links checked against Batter import commit
89bf112; local links, Markdown fences and whitespace checked. All contributor-guide checks passed: Rust 1.98.1 formatting, strict Clippy, workspace tests and native PostgreSQL tests against disposable PostgreSQL 16.15; packaged-source external consumer on Rust 1.94.0.Native Codex review of the complete pinned task diff reported no findings.
