Add a prominent README notice, a consumer migration guide, contributor routing and a changelog entry directing ongoing Runledger development to Batter. Explain the retained crate names, local dependency paths, immutable Git pins, historical release instructions and the distinction between a repository move and upgrading from an older release. Source, manifests, lockfiles and database migrations are unchanged.
