Validate that the new master ruleset requires and enforces IA Gate / CI Configuration.

Expected result

• IA Gate / CI Configuration fails until three distinct Writers approve the current head SHA.
• The other IA gates are neutral.
• GitHub blocks merging while the gate is failing.
