Symptom. The "Scan a device QR" CTA only renders in the zero-devices empty state (sortedDevices.length === 0). Once one device is registered, StartSessionScreen's device picker has no "+ Add device" action of its own — the only route to pair another device is via the session drawer → "Manage devices" → "+".
Why it matters. A user mid-flow on "Start a session" who wants to launch on a brand-new laptop has to abandon the screen, dig into the drawer, find Devices, then come back — a needless detour for a very common action (adding a second machine).
