feat(deploy): prepare free-tier hosting for v1.0.0 (Vercel + Render + Neon)

Summary

Adds free-tier deployment configuration (Vercel + Render + Neon) and CI workflows for tests and tagged releases, so v1.0.0 can ship as a live, publicly reachable link.

Changes

• Add ssl option to the TypeORM config (DB_SSL env var) for Neons required TLS connection
• Add apps/frontend/vercel.json proxying /api/* to the Render backend, with SPA fallback for Angular routing
• Add root render.yaml Blueprint deploying the backend from the existing apps/backend/Dockerfile
• Add .github/workflows/test.yml running backend Jest + frontend Karma tests on PRs to main
• Add .github/workflows/release.yml publishing a GitHub Release from CHANGELOG.md on v* tag pushes
• Bump apps/backend and apps/frontend package versions to 1.0.0 to match root
• Fold CHANGELOG.mds Unreleased section into [1.0.0] since no release has ever actually been tagged

Testing

• npm run lint passes with no errors
• Backend unit tests pass (cd apps/backend && npm test)
• Manually tested the affected flow end-to-end
• Added or updated tests for new logic

This PR only prepares hosting config - nothing is deployed yet. Follow-up outside this PR: sign up for Neon/Render/Vercel, wire the real URLs into vercel.json and ALLOWED_ORIGIN, then tag v1.0.0 to trigger the release workflow.
