Run SQLite storage tests on Windows #515

The plugin tests currently run in Linux Docker containers on Ubuntu, so the Windows-only path checks in WP_SQLite_Storage_Test are not exercised in CI.

• Add a windows-latest job that runs the storage tests under native Windows PHP.
• Set up the WordPress test bootstrap and adapt Linux-specific setup and filesystem-permission assumptions as needed.
