Windows TEST1714 startup currently inherits Linux process commands and ambient production configuration. Add an explicit portable profile validated before environment loading, separate configuration/state, shell-free owned PHP lifecycle tools, loopback HTTP, and fail-closed guards around unsupported maintenance and game actions. Linux startup without a portable profile retains its existing path.
The example is disabled and contains no destination IDs or credentials. Optional native game controls are supplied separately by PR21 and require a reviewed supervisor consumer.
Validation: exact-head portable CI passed on Windows and Ubuntu with PHP8.3,8.4 and8.5; dependency and local-profile contracts passed. Offline constructor/ready fixtures exercise real registration paths without connecting Discord, loading credentials or running a game. This source merge does not start or deploy a bot/game service.
