Add Doxygen config

Add a doxygen config to the project. I've had that laying around for a while always getting in my way of unstaged files. It's not fully polished and no workflow exists to build it automatically. But it also shouldn't hurt having this file checked in.

Checks in a Doxygen 1.9.8 Doxyfile so API docs can be generated locally without keeping an unstaged config around. The project is named Universal Robots Client Library; input is src, include/ur_client_library, and README.md (recursive), with README.md as the main page. HTML goes to doc_out/doxygen, with source browsing and reference/called-by relations enabled and preprocessor include path include.

.gitignore now ignores doc_out/* so generated output is not committed. There is still no CMake or CI step to build docs automatically—the PR only adds the config file.
