Avoid 'files in use' dialog of the Restart Manager

We get a "files in use" dialog. Occasionally, only occasionally. Don't know why, but it's unnecessary.

Idea: run a custom action before the restart manger to stop server. Install said custom action in the postbuild.js tool.

We actually sometimes get the Restart Manager and sometimes the FilesInUse dialog. The latter, at least, we've editted to be be more reasonable of continuing on. The former remains, though.
