implemented rsmetacheck dockerization & somef configuration script

Summary

This PR adds Docker support for rsmetacheck, making it possible to run the tool in a reproducible containerized environment.

A published Docker image is available on Docker Hub:

https://hub.docker.com/r/sergiozsz/rsmetacheck (the documentation of how to use it is there)

Changes

• Add Dockerfile for building the rsmetacheck image.
• Add container entrypoint to configure SoMEF at runtime.
• Add .env.example with the supported SoMEF environment variables.
• Add .dockerignore to keep local/runtime files out of the image.
• Add tests to verify the documented Docker environment variables.

SoMEF Configuration

SoMEF is configured when the container starts. Credentials can be provided at runtime using --env-file .env, avoiding storing tokens inside the Docker image.
