Disable Python release workflow until package metadata exists

Summary

Remove the release-triggered Python build and PyPI publication workflow because the repository does not define a Python distribution.

Validation

• Whitespace validation passed.
• No workflow syntax parser was available; the change removes the workflow and adds no replacement YAML.
