Expose the Sprint 16A local OCR foundation as a polished public Image → Text tool for the Secure Tools Web Utilities v2.1.0 development cycle.

Scope:

• single PNG, JPEG, or WebP selection with orientation-correct preview;
• English, Korean, and English + Korean recognition;
• real progress, cancellation, retry, and stale-request protection;
• editable Unicode result with local copy and UTF-8 text download;
• complete English, Korean, Japanese, Spanish, German, and French UI;
• Image-category discovery, metadata, routing, CSP, privacy, and lifecycle verification;
• no PDF OCR, searchable PDF, batch OCR, cloud fallback, or AI post-processing.

Completed by PR #77, merged into the protected v2.1 integration branch for the v2.1.0 development cycle. GitHub did not apply the closing keyword automatically because v2.1 is not the repository default branch.
