A capped native response previously prevented the final reporter from running. Add an opt-in, metered diagnostic that checks all 240 saved routing records and hands the sole eligible no-tool failure to the existing reporters without retrying an actor or backend action.
Both live reporters returned the correct null date, clarification flag and read-only status. This is one observed English recovery, not a new cohort score or matched-compute gain; the original failed gate and blocked 108-call proposal remain unchanged. Publish raw receipts, cost/latency, protocol, independent review, and the next unexecuted source-interpretation proposal.
Validation: 240 focused tests and Ruff pass; independent code/source/result review; clean export verifies all 315 archive files and reproduces both audits. New API cost estimate ₹0.566850, within the existing research budget. Existing founder files, closed artifacts and English state remain preserved.
