DownloadNASR stops uploading each region's raw .srtm payload and terrain-manifest-v3.json under terrain/ in R2. Only builds 3.6.1–3.7.1 downloaded those directly; their TestFlight builds are now expired, and every active build (3.8–3.10, including 3.9 on the App Store and 3.10 in review) reads terrain from the Background Assets packs. The packs and terrain-asset-packs-ios.json publish as before.

The terrain/ prefix in R2 has already been emptied, so without this change the next terrain run would re-upload about 18 GiB nothing reads.

DownloadNASR builds; SwiftLint and swift-format are clean.

Every build still in TestFlight or on the App Store reads terrain from
the Background Assets packs, so DownloadNASR no longer uploads each
region's raw payload and the v3 terrain manifest under terrain/ in R2.
The packs and their download manifest publish as before.
