Add a tag-bound release workflow around the existing exact clean-source build, component smoke tests, vulnerability scan, SBOM and evidence inventory. The maintained bundle is published as pure numeric v1.36.4; the retired qualified compatibility release remains immutable history.\n\nLocal validation:\n- bash syntax and version gate checks\n- git diff --check\n\nThe PR security gate performs the full Docker build and scan.
