retire macos 13 builds

Bump from macos 13/14 to 15 as in ASMC and arg-needle-lib.

• Hold off until ASMC work is finished as Fergus is investigating how to build whilst keeping MACOSX_DEPLOYMENT_TARGET as low as possible.
