Add Ona dev container configuration - #23

Uses the devcontainers base image with Node 22 (matching CI) and pnpm via corepack from package.json's packageManager field. A post-create script installs repo dependencies (including Bun for build:binaries), Claude Code, and Codex. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Reverts DISABLE_AUTOUPDATER and unpins both tools so environments start on current releases and Claude Code keeps itself updated. Both still install from npm with registry integrity checks rather than curl | bash. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
