Discovery
tarballs-cli is a legacy Node/npm CLI on master with old CircleCI/Travis/R2G surfaces. It should not consume the Rust crate directly, but its terminal behavior should converge on the same language-neutral contract.
Task
First establish a supported Node/runtime + CI baseline, then implement the cli-runtime/v1 semantics: deterministic shared flag precedence/negation, TTY-aware human-vs-machine output where compatible, NO_COLOR/FORCE_COLOR, canonical log thresholds, ANSI-free structured stdout, stderr diagnostics, streaming flush/backpressure behavior, and clean EPIPE. Preserve existing tarball protocol/exit compatibility and test before deprecating legacy CI.
