NethVoice CTI: Add centralized OTP enforcement for CTI users

Description

Add a setting in the NethVoice app to centrally enable or disable mandatory OTP (2FA) authentication for all CTI users.

Currently, OTP can only be enabled individually by each user.

Expected behavior

Administrators can enable or disable mandatory OTP authentication for CTI users at system level. When enabled, all CTI users must configure and use OTP to log in.

Actual behavior

There is no centralized setting to enforce OTP authentication. OTP activation is optional and managed individually by each CTI user.

Please bear in mind that we are start working on OAuth provider within NethServer.
Such provider usually can already enforce 2FA for users on all applications.
