概要

gas/rescue/ を、9/19 に重複防止を入れたライブ（ウェブアプリのデプロイのバージョン4）に合わせる。

• 1つ目のコミット：ライブの コード.js を取り込むだけ（修正は含めない）。onChange.js と appsscript.json はライブと一致していた
• 2つ目のコミット：gas/README.md の対応表で「未確認」のままだった rescue/ の行を更新

取り込んだ変更（ライブには反映済み）は次のとおり。

doPost: 「種類・学籍番号・内容」から作ったキーを CacheService に180秒だけ記録する。
        同じキーが来たらスプシに追記せず、API へ PUT /{type}-rescues/{重複の対応番号} で
        status=done と「対応番号Xにまとめました」を書く（送った人のアプリに返答の来ない行を残さない）。
        CacheService が使えないときは追記する側に倒す（重複より取りこぼしのほうが害が大きい）。

背景は #547 / #548。GAS の応答の2段階目が壊れて API が書き込み済みのレスキューを失敗扱いにし、委員が押し直してスプシに同じ行が並んでいた。API 側の根本対応は #548、この重複防止はその応急処置で、#548 の反映後も押し直しへの保険として残す。

テスト項目

• ライブ（HEAD とバージョン4）の3ファイルと、このブランチの gas/rescue/ が一致すること（cmp で確認済み）
• 全 .js を連結して node --check が通り、トップレベルの名前の重複がないこと（確認済み）
• 反映前に、GAS のサービスをモックした Node のテストで12項目を確認済み（押し直しは追記しない、内容・送信者・人数が違えば追記、キャッシュが使えなくても追記、電話番号の先頭0を保つ処理が従来どおり、など）。テストは gas/ に置いていない（clasp push で GAS に送られてしまうため）

備考

ライブへの反映は 9/19 15:42 JST に済んでいる。戻すときは同じデプロイIDをバージョン3に向け直す（clasp deploy -i <デプロイID> -V 3）。
