Might as well pull v.3.10 Python support now because as discussed it is not supported by xnetcdf, hence early packaging fail on CI jobs. I'll do a separate PR for that just to separate concerns. |

Sort of sister PR to NCAS-CMS/cfdm#428, in that there were a few optional deps missing in the
environment()output for cf-python also (pyproj and healpix) which would be useful for future diagnostics to include in the env report. I also included asorton the output here because it makes it easier to pick out a particular library from the (increasingly-long) list of libraries covered.
