Updated the C++ platform toolset from v143 to v145 for all build configurations (Debug/Release, Win32/x64/ARM64) in WmiLight.Native.vcxproj. For ARM64, specified "v145 for Microsoft C++ Build Tools" as the toolset.
Added CreateInstance to WmiClass for instance creation with disposal checks. Introduced CreateInstance extension for WmiConnection to create WMI class instances by name, including null checks and exception handling. Provided XML documentation for new methods.
windows-latest moved to the Visual Studio 2026 image in June 2026,
which is missing ARM64 build tools for the v145 toolset (see
actions/runner-images#14215). This breaks the "Build Native dynamic
Lib (arm64)" step with MSB8020.

Pin to windows-2022 (VS 2022, v143 toolset) until the ARM64 gap in
the VS2026 runner image is resolved upstream.
WmiLight.Native.vcxproj had an invalid PlatformToolset value
("v145 for Microsoft C++ Build Tools") for the ARM64 configurations,
which caused MSB8020 regardless of runner image. Now that it's
corrected to "v145", windows-latest (VS 2026 / v145) builds fine
again, so the windows-2022 pin from the previous commit is no
longer needed.
