GitHub has shut down the original larger Linux runner pools under a billing restriction. Route the previously upgraded Linux jobs to the matching v2 GitHub-hosted pools: ubuntu-latest-8-cores-v2 and ubuntu-24.04-arm64-8core-v2.

Restore the 13 Linux runner declarations temporarily changed to standard capacity by #1111 and #1113, and move the 14 remaining larger Linux declarations, including the OpenSecret EIF builders, to v2. Update the Linux release conditions, actionlint labels, existing OpenSecret boundary assertions and operator documentation to match. Original standard jobs, macOS/Windows selections, protected environments, PCR signing and manual release/deployment gates retain their current behavior.

Validation: full nix flake check --no-update-lock-file --print-build-logs passed on aarch64-darwin; git diff --check passed; independent review verified the exact runner substitutions across all workflows. The pre-commit wrapper was skipped after those checks. Fresh PR checks resolve the v2 labels correctly, but x64 checks and both Dev/Prod EIF candidates remain queued without assigned runners. Both v2 pools changed from initially Ready to Shutdown. The account restriction is still blocking hosted execution.
