4.3.5 does not work on 1.21.5 / 1.19.4 / 1.20.4

i have network of 5 paper servers connected with bungeecord:

• 1.19.4
• 1.20.4
• 1.21.5
• 1.21.8
• 1.21.11

on 4.3.4 it worked all good on all servers

i updated to 4.3.5 and now plugin installed on servers on 1.19.4 / 1.20.4 / 1.21.5 does not work properly (on 1.21.8/1.21.11 it works good)

• hover does not work + item/eq sharing does not work as well

i tested it on 4.3.5.1 from dev builds as well - the same issue happens
