Select tested server-return foundation for seven-repository convergence

The existing canonical convergence command now selects the repaired server-return platform, the validation parity fix, and the required generated Website projection. The integrated run exercises exact receipt/output binding, restart/replay recovery, bounded AI test transport and the existing owner/consumer gates.

OBJECTIVE / SYSTEM ROLE / WHY
Bind the reviewable offline restart foundation to one exact seven-repository source set. No second orchestration system or new authority owner is introduced.

FILES CHANGED
Only governance/CONVERGENCE_SOURCE_MANIFEST.json: validation, platform and Website artifact revision/tree identities. Primary authority-content bindings remain unchanged. Website's artifact commit is cb983034d713a68de54802cd508d81d2a270f8b6; its workflow-only child points back to this org revision, preserving acyclic selection.

MEASURABLE / HOSTILE / WINDOWS RESULTS
Organization: 33 local tests passed, invariants checked 19 files. Platform: 265 local tests passed; hosted Windows and Ubuntu each passed 265 at the selected platform head in run34049047035. This includes 25 collector tests and 15 adapter tests, with 32 injected wrapper failure combinations and 2 complete wrapper handoffs. Validation: 163 local tests and all39 package checks passed; repaired hosted parity run34048127014 passed at its selected head. Website projection changed35 metadata fields and0 metric/claim fields; current-head consumer run34049367388 passed.

CURRENT-HEAD CI
Canonical run 34049309577 PASSED at c837c7b: command-center-invariants and seven-repository-convergence both succeeded. All seven owner/consumer stages, Website build, closed-schema verification summary, artifact validation and upload passed. Two sanitized records were uploaded as artifact seven-repository-convergence-34049309577. The non-PR sibling-main drift step was intentionally not run; this is evidence about the selected revisions.

AI AUTHORITY / PROOF BOUNDARY
Injected test transport only; actual model inference=false. Collector output remains review-required. No private-runtime activation, canonical ledger mutation, closure, proof promotion, public-safe promotion or changed proof counts. These checks describe the manifest-selected source set, not every sibling main or a deployed server.

PRIVATE-DATA / CLAIM SCANS
Outgoing manifest diff contains public commit/tree identities only. All four implementation diffs and draft bodies were scanned and inspected; no unexplained private-data hits. Website numeric/authority values remain unchanged.

The existing command-center-invariants workflow executes exact clean source checkout verification, all seven owner/consumer suites, Hoxline quality/case replay and Website hostile checks/typecheck/build. Local platform hoxline-case-growth-convergence-verify passed with seven sources and zero actionable contradictions; historical content-current observations remain historical.

ROLLBACK
Retain the current deployed source while drafts are reviewed. A later reviewed revert must reconcile selected artifact and consumer workflow pins together. No destructive Git or runtime rollback was executed.

MERGE GATE
Green CI is not approval.
AI review is not human approval.
No merge is authorized.
Visible eligible human review and separately human-supplied MERGE_APPROVED remain required.
