- GitHub Runner: Fix bug and improve for scoop, brew

Fix: GitHub action permission when changing the hash value of the release file
make some improvements, such as more languages, fix Runner config, bypass meetings software
improve runner configuration
improve deploy method of brew and scoop
AppImage is 70+ Mb, which is obviously big than other type. thus, not suitable for this small tool
