Port of ACP Phase 2 session management capabilities into Hawk. - acp: Advertised loadSession and listSessions capabilities during initialize handshake. - acp: Implemented session/load handler on server, restoring persisted messages into engine session and registering into active ACP session map with client permission routing. - acp: Implemented session/list handler on server, returning stored session summaries (ID, Preview, CWD, UpdatedAt). - acp: Added LoadSession and ListSessions client API methods. - tests: Added test coverage for session/load and session/list in server_test.go.
