This is the integration PR for migrating FWSS from the monolithic implementation to ERC-8167 modular dispatch. Stacked PRs merge into
refactor/fwss-modular-dispatch; this PR collects the complete diff againstmainand stays draft until the upgrade path and final integration checks are complete.Stacked work: all PRs targeting
