TEOS is an Egypt-originated, constitution-first framework for building Sovereign Digital Public Infrastructure (DPI).
Designed for national governments, regulators, and international financial institutions (IFIs), TEOS enforces:
- Law over code
- Human authority over automation
- Cryptography as enforcement, not symbolism
- Auditability by default
All systems are anchored in the International Civic Blockchain Constitution (ICBC) and governed through non-forkable sovereign standards under the TEOS Sovereign License (TESL v2.0).

- Objective: Validate the institutional, legal, and civic effectiveness of a constitution-first, blockchain-based Digital Public Infrastructure model.
