Spec for gate-119 procedure-named-classes, which enforces ADR-118 (ConductionNL/hydra#749, decisions 182 and 185).

What the gate will do

  • It counts files under lib/ and src/ whose path carries a procedure token (woo, bezwaar, beschikking, termijn and so on). JSON, lib/Settings/, lib/Migration/ and src/manifest* are not counted, because configuration is where a procedure name belongs.
  • A per-app allowlist baseline .hydra/procedure-names.json names today's files. A new procedure-named file that is not on it fails.
  • The head count may not exceed the base-ref count. A stale baseline entry therefore cannot let a deleted file come back.
  • Standards-named files (ZGW, StUF, BRP, KvK, DSO and others) are reported as a warning in a leaf app. They are never refused, and the warning names integriq or filinq as their home.
  • --write-baseline and --shrinkable modes, plus a reason-bearing @procedure-name exclude marker.

The count of files under lib/ and src/ named after a Dutch procedure may
only go down per app. A checked-in allowlist baseline names today's files,
the base-ref count stops a deleted file from coming back, and standards
adapters are reported, not refused. Spec only; building is a separate step.
