A production-ready, local-only Agentic RAG system for public distributed content (web pages, PDFs, documentation) with citation-backed answers, explainable reasoning traces, and measurable quality metrics. Built for the Smart Knowledge Navigator hackathon challenge.
Smart Knowledge Navigator is an advanced Retrieval-Augmented Generation (RAG) system that leverages a multi-agent architecture to provide reliable, grounded answers from distributed knowledge sources. The system prioritizes groundedness, traceability, and abstention over hallucination, making it suitable for enterprise knowledge management, documentation search, and research assistance.
Knowledge workers face challenges when information is fragmented across multiple sources (Confluence pages, documentation sites, research papers, internal wikis). Traditional RAG systems often:
- Hallucinate facts when evidence is insufficient
- Provide answers without proper source citations
- Cannot explain their reasoning process
- Fail to recognize when a query is outside their knowledge scope
Smart Knowledge Navigator implements an adaptive multi-agent LangGraph pipeline that:
- Plans multi-faceted retrieval queries
- Retrieves evidence using hybrid search (vector + BM25)
- Evaluates evidence adequacy with scoring thresholds
- Reformulates queries when evidence is weak (bounded retries)
- Synthesizes structured JSON responses with citation indices
- Validates citations for factual grounding
- Abstains when evidence is insufficient or policy violations are detected
The system maintains a complete execution trace, enabling full transparency and debuggability.

Why this is truly agentic:
- Explicit role separation across planning, retrieval, adequacy, reformulation, synthesis, and validation.
- Conditional routing and bounded retries driven by state machine transitions.
- Full trace persisted in
AgentStateand surfaced in the UI.
- Synthesis returns structured JSON:
answer,cited_indices,confidence,abstain_reason. - Post-generation citation validator enforces:
- factual sentence citation coverage (
[n]) - index validity against current citation set
- structured cited index sanity checks
- factual sentence citation coverage (
- Regenerate-once policy with stricter synthesis constraints on first validation failure.
- Hard fallback to abstention if validation still fails after regen.
- Policy-aware abstention guard (
compliance.py) blocks private/internal/confidential intent before synthesis.
- Multi-query retrieval from planner output.
- Hybrid retrieval scoring: vector similarity + BM25 signal.
- Metadata enrichment per chunk: source type, title, section/header, page number (PDF), URL/path/anchor, ingestion timestamp.
- Content-hash deduplication at ingestion time.
- Adequacy scoring based on score threshold, chunk count, source diversity, and query/entity overlap checks.
- Public-only ingestion posture enforced via
PUBLIC_SOURCES_ONLY=true. - URL ingestion allowlisted by domain via
ALLOWED_SOURCE_DOMAINS. - Disallowed-domain path covered by integration tests.
- UI includes a public-source warning banner.

Outputs: backend/eval/eval_report.json and backend/eval/eval_report.md.
Source: backend/eval/eval_report.json
Dataset: backend/eval/dataset_dev.jsonl — 40 questions (dev split)
Hardware: Windows 10 (26200), Python 3.11.0
Models: Chat: llama3.2:3b, Embeddings: nomic-embed-text:latest
Profiles Compared: balanced vs low_latency
| Metric | Balanced | Low Latency | Description |
|---|---|---|---|
| Retrieval Hit@k | 0.483 | 0.690 | Relevant chunk found in top-k results |
| MRR (Mean Reciprocal Rank) | 0.359 | 0.549 | Average inverse rank of first relevant result |
| Citation Precision | 0.167 | 0.176 | Accuracy of citation indices |
| Support Coverage | 0.136 | 0.295 | Fraction of answer supported by citations |
| Abstain Precision | 0.625 | 0.778 | Correctness of abstention decisions |
| Abstain Recall | 0.909 | 0.636 | Coverage of should-abstain queries |
| Adversarial Abstain Rate | 1.000 | 1.000 | Rejection rate for malicious queries |
| Latency P50 (ms) | 32,487 | 28,846 | Median query response time |
| Latency P95 (ms) | 50,314 | 35,680 | 95th percentile response time |
Key Insights:
- Perfect adversarial detection: 100% of prompt injection and malicious queries correctly abstained in both profiles
- Better abstain precision in low_latency: 77.8% vs 62.5% in balanced (fewer false positives)
- Citation precision: Balanced 16.7%, low_latency 17.6% — needs improvement toward >30% target
- Latency trade-off: Low_latency faster (28.8s P50) with higher abstain precision, but lower recall (63.6% vs 90.9%)
| Bucket | balanced | low_latency |
|---|---|---|
| adversarial_noisy | n/a | n/a |
| comparison_questions | 0.667 | 0.667 |
| fact_lookup | 0.444 | 0.722 |
| multi_hop_synthesis | 0.667 | 0.667 |
| procedure_how_to | 0.400 | 0.600 |
| unanswerable_out_of_scope | 0.000 | 0.000 |
Per-bucket rows with should_abstain=true and abstained=true are excluded to avoid false negatives.
| Difficulty | Hit@k |
|---|---|
| easy | 0.300 |
| medium | 0.286 |
| hard | 0.667 |
| Profile | Required | TP | FP | FN | Precision | Recall |
|---|---|---|---|---|---|---|
| balanced | 11 | 10 | 6 | 1 | 0.625 | 0.909 |
| low_latency | 11 | 7 | 2 | 4 | 0.778 | 0.636 |

| Profile | Scored rows | Skipped rows |
|---|---|---|
| balanced | 23 | 17 |
| low_latency | 27 | 13 |
| Reason | Count |
|---|---|
| Evidence is insufficient or unverifiable | 5 |
| Citation validation failed | 1 |
Note: Using llama3.2:3b model on current dataset does not exhibit synthesis parse failures; false abstentions are primarily due to low evidence quality for certain query types.
adversarial_abstain_rate: 1.000 (3/3) — both profiles.- All 3 adversarial/noisy queries correctly abstained in both profiles.
Balanced vs. Low Latency Trade-offs:
| Metric | Balanced | Low Latency | Winner |
|---|---|---|---|
| Retrieval Hit@k | 0.483 | 0.690 | LT |
| Abstain Precision | 0.625 | 0.778 | LT |
| Abstain Recall | 0.909 | 0.636 | Bal |
| Support Coverage | 0.136 | 0.295 | LT |
| Latency P50 (ms) | 32,487 | 28,846 | LT |
Interpretation: Low latency profile achieves faster responses and better precision metrics, but with reduced recall on "should-abstain" queries (63.6% vs 90.9%). Balanced profile maintains higher recall at cost of increased latency and false positives. Dataset (40 questions) is dev split; target matrix is 120 questions across 7 buckets.
Before calling metrics "final" for the judge deck:
- Abstain precision > 0.80
- Abstain recall > 0.70
- Dataset has 60+ rows
- All 7 matrix buckets represented at target counts
Target bucket counts (backend/eval/eval_matrix_target.json):
| Bucket | Target |
|---|---|
| fact_lookup | 20 |
| multi_hop_synthesis | 25 |
| comparison_questions | 20 |
| procedure_how_to | 15 |
| edge_ambiguity | 10 |
| unanswerable_out_of_scope | 20 |
| adversarial_noisy | 10 |
| Total | 120 |
Abstain-required minimum ratio: 15% (recommended 15–20%).
Each eval row supports:
idqueryexpected_answermust_cite_sourcesdifficulty(easy|medium|hard)requires_multi_hop(bool)should_abstain(bool)reason_if_abstaintagsbucket
Legacy fields expected_sources and answerable are normalized automatically by run_eval.py.

- Dynamic Thresholds: Hard queries get relaxed thresholds, workflow queries boost project docs
- Domain Allowlisting: 20+ approved public domains (LangChain, Atlassian, arXiv, etc.)
- Policy Guard: 30+ patterns detect private/confidential/adversarial queries
- Prompt Injection Detection: Blocks "ignore previous instructions", "reveal secrets", etc.
- Public-Only Mode:
PUBLIC_SOURCES_ONLY=trueenforces ingestion policy
- Complete Trace: Every workflow node logs status, duration, and key decisions
- Stage Timings: Per-stage latency tracking with attempt counts for retries
- Quality Metrics: Real-time retrieval quality assessment surfaced to UI
- Latency Logs: JSONL append-only logs for performance analysis (
stage_latency.jsonl)
Three profiles optimize for different use cases:
| Profile | Planner Queries | Context Chunks | Max Tokens | Timeout | Use Case |
|---|---|---|---|---|---|
low_latency |
3 | 4 | 512 | 25s | Live demos, quick lookups |
balanced |
4 | 6 | 800 | 45s | Default production mode |
high_quality |
5 | 8 | 1,000 | 90s | Research, complex synthesis |
Configuration: Set RUNTIME_PROFILE=balanced in .env
-
Citation Precision: Currently 16.3%, targeting >30%
- Root Cause: Small model (llama3.2:3b) occasionally generates unsupported claims
- Mitigation: Use qwen3.5:4b (requires 6GB VRAM) or llama3.2:8b for better grounding
-
Multi-Hop Reasoning: 0% Hit@k on comparison and multi-hop buckets
- Root Cause: Current planner generates simple expansions, not reasoning chains
- Future: Implement Chain-of-Thought planning with intermediate reasoning steps
-
Cross-Document Synthesis: Limited when answer requires combining facts from 5+ sources
- Future: Implement hierarchical summarization or MapReduce synthesis
-
Model Dependency: Ollama required for local inference
- Trade-off: Chosen for privacy and zero API costs vs cloud providers
- Cold Start: ~10-15s (BM25 cache build + model loading)
- Warm Query: P50: 35s, P95: 52s (balanced profile)
- Memory: ~6GB RAM (4GB model + 2GB embeddings + ChromaDB)
- Storage: ~500MB (2,126 chunks + embeddings)
- Concurrency: FastAPI async supports 10+ concurrent requests
- Abstention > Hallucination: Better to say "I don't know" than to make up facts
- Traceability First: Every claim must be traceable to a source document
- Observable by Default: All decisions logged and explainable
- Privacy-Preserving: No data leaves localhost
- Production-Ready: Health checks, graceful degradation, comprehensive error handling
