Remove authors and image fields from web-meta.yaml
Removed empty fields for GitHub and docs in web-meta.yaml.
Updated short and long descriptions for the web interface, modified image and package settings.

This PR will bring the metadata file and release job to publish meta information to our central tracking repository.

This will enable the main website to scrape a single place for simple information to keep software records up to date on the website with very little time expense to the maintenance teams.
