[Bug]: Renovate widen rule ignored, lower bounds raised in dependency PRs #452

Bug Report

The packageRules in .github/renovate.json use "matchManagers": ["pep621"], but Renovate handles our pyproject.toml with the poetry manager, so the rules never match. The poetry manager declares supersedesManagers = ['pep621'] and also extracts PEP 621 depTypes such as project.dependencies, so it takes over the file even though we use flit with no [tool.poetry] section.

As a result, rangeStrategy: widen, groupName and addLabels are not applied. The default replace strategy is used instead, which raises the lower bound (floor) of our version ranges rather than only widening the upper bound.

Example (open rdkit PR): >=2025.3.4,<2026 → >=2026.9.1,<2027. The numpy PR is affected too (>=2.3.2,<2.5.0 → >=2.5.3,<2.6.0).

The Renovate docs don't mention this overlap, and an unmatched rule gives no warning.
