The Windows wheel job built both architectures one after the other: x86_64 in ~7 min, then the cross-compiled ARM64 in ~7 min, for 14.5 min total. That was the slowest job in every release, and neither build needs the other.

This gives each architecture its own matrix entry. Both run on the x86_64 runner, since ARM64 is still cross-compiled; CIBW_ARCHS_WINDOWS now comes from matrix.archs.

  • Artifacts are wheel-windows-x86_64 and wheel-windows-arm64. The publish jobs already collect wheel-*.
  • The repair command already branches per wheel on win_arm64.

Result, from a dispatched wheel build: the two Windows jobs took 7.3 min (x86_64) and 7.9 min (ARM64), in parallel, against 14.5 min as one job. The run is now bounded by ~7.9 min, level with macOS x86_64 (7.9). Every job passed.

The run produced all 7 artifacts (6 wheels plus the sdist). wheel-windows-x86_64 and wheel-windows-arm64 hold exactly …-win_amd64.whl and …-win_arm64.whl, so a release still publishes the same 7 files.
