Update Standard Logic App workflows, orchestrator parameters, and onboarding agent documentation from the validated logic-app-changes export. Bump the Standard Logic App VERSION from 9.0 to 10.0. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Warn ISV in Phase 1 that Group tests will fail and block submission if /Groups is unsupported
Add known-issue pattern classifying Group test failures as ISV-must-fix with clear messaging
Stop auto-fix loop from re-running tests that can never pass on user-only endpoints
Updated developer portal links for submission results.
Update UserTests_Workflow.json to take user body from dynamic initialization data instead of hardcoded structure
