Add web interface to show status and allow remote control

Possibly use twisted for the web interface. Features might include displaying log file, currently transcoding file and progress, and button to control watchdog maintenance functions.

Should probably use built-in functionality since this server should be simple: http://docs.python.org/2/library/simplehttpserver.html
