[TODO]: Reinstate mypy #265

Rather, we never 'instated' it properly for the USB part, but the moving parts on the CI side are in place. For now #170 should take precedence as ruff and pylint are bigger requirements. As for mypy, it's both disabled in the tests_and_coverage scripts as well as commented out (see #264) both as a disabled job (i.e. the if: false) but also the dependent jobs have mypy commented out. (If you don't do that they become disabled as well 🥳)
