libxml2's Python bindings are being deprecated

python-dmidecode is one of the very few open-source projects still using libxml2's original Python bindings. The libxml2 bindings are outdated and insecure and are considered for removal in the long term.

I’ve done my best to modernize the libxml2 Python bindings for compatibility with Python 3.13 and newer environments. While I’ve tested the changes and things appear to work, I’m not a professional C developer, so I’d appreciate a review to ensure everything is implemented correctly and safely.

I guess you cannot import libxml2 in the future, maybe porting to lxml is a choice.

Please port this. libxml2 1.15.x disabled the Python bindings by default and will drop it in 1.16 in "early 2026". https://gitlab.gnome.org/GNOME/libxml2/-/issues/891
