remove libnetlink dependency

migrate code to libmnl as libnetlink is only static library and nobody likes it.
it is not build anymore in Debian jessie when the switch was done to iproute2
ubuntu followed starting with trusty.

code is mostly used by linkmanager implementation

will start after 0.1.0 release, somewhere 2015...

requires to include libmnl framework and rewrite LinkManager
