Spaces Window re-renders on any tab title update

1. Open the Spaces window
2. Select any Space with a bunch of tabs in it.
3. Watch the tab favicons over the course of 10s.

You will see the favicons flicker as the Spaces window apparently is re-rendering.

FWIW, this turned out to be a tabUpdated event firing second or two because someone messaged me on Google Chat.

Is this the case even if the Space for that window is not focused?
